Hi, my sister is sending me an unlocked iPhone 4 from Canada and I was wondering what iOS version would it ship with. If it's 4.2.1, would it be possible to jailbreak since I won't have any SHSH blobs saved?

Depends on when she bought it. Assuming its recently then it'll be on 4.2.1.

You can jailbreak with redsn0w. Tethered currently. But untethered is coming very soon apparently.

Yes, but the jailbreak on an iPhone 4 with 4.2.1 will be a tethered one.
 
Either way, download/lookup TinyUmbrella, and use it to start saving your SHSH blobs even if you don't JB right away (although once you JB, you can have Cydia start autosaving them)
