the actual process of jailbreaking and having the cydia will not slow down your phone whatsover. There is no reason to rush into an upgrade.
If you can't wait and will need to unlock, be sure to use TinyUmbrella to update your iPhone 4 keeping your current baseband.
4.1 installs a new as yet unlockable baseband.

Ultrasn0w unlocks all basebands except the new 5.14.xx baseband installed by 4.1 firmware.
The newest jailbreak will JB 4.0.1, for your iPhone 4 but not 4.0.2 or 4.1
If you update your baseband, you cannot downgrade it on an iPhone 4

Only if you have hashes saved for those firmwares.
If you don't know what hashes are, Google "SHSH" and do some reading.
Also, Google "Caching Apples's Signature Server" and read that.
i got my phone on 4.0.2 from apple so i guess i am out of luck here?
