Bring All to Front / Arrange in Front greyed out?

I updated to the Ventura 13.1 RC yesterday. Today, I just noticed that the "Bring All to Front" and "Arrange in Front" (when holding Option) menu items under 'Window' are greyed out. Is this a bug, or is something else preventing me from using these? I used to use it all the time in Safari to center the window on my screen.

Contacted Apple Tech Support. Confirmed bug. Ticket has already been opened for a fix. (For something that wasn't broken.)

wow they confirmed it's a bug? I use a BTT shortcut to open finder and bring all to front all day long.. 'cause simply 'opening finder' doesn't show all open windows. out of all the things I thought ventura would break this definitely wasn't it!

I just updated to 13.2 beta 2 and it is fixed in there. release notes dont mention it, but it works now.
