Has anyone used this tiny program before (Link is here)? Can it help/hurt your system at all?

The reason I ask (and it might be unrelated) is because I've had a very stupid issue when using ANY browser. When viewing a page with a lot of pictures, often times half of the pictures just won't load and will eventually time out. However, reloading the page will show a few more pics, and reloading again will do the same thing, etc.

This has been a problem for me since at least 10.3.(6?). I just want to get to the bottom of it once and for all!

Hawking technology makes a good broadband optimizer that works well, its called the HBB1 Broadband booster. Some DSL modems also have a broadband feature that is turned off by default. I know westell modems have the feature but you have to enable it...

It might change your MTU setting. I think that's what dictates packet size or something like that.
