Broken MacBook Air: Apple store flat rate mail in?

Does the flat rate repair for notebooks still exist? I was told this by a friend but wasn't entirely sure. The MacBook Air just does not power on anymore. Hard drive still works but no video.

it does, i had a logic board replacement out of warranty for a flat rate of $300...stilll expensive but it does exist
