Safari/Google Chrome won't return to the tabs I was viewing.

When I open a few tabs on them, when I X out, the applications are still running. When I launch the from the dock, I expect to see all the tabs, but they start back from the start-up page, why is this?

I don't have the return windows to last state option un-ticked.

Google Chrome never did that, but you can reopen all your recently closed tabs with a single click in the bottom left of the new-tab page

Safari used to open it as if I had just minimised the Application, and not quit it. Is this a normal feature or have I deactivated something?
 
Make sure the option "Restore windows when quitting ..." is checked in System Preferences -> General

It is, yet it still won't do it? I even unchecked it and restarted, then re-checked it and restarted. No difference. :(

EDIT: It now does restore the tabs if I exit, but before I clicked X and when I launched safari again, it would reload all my pages. Weird that.
