When I'm on a public network browsing HTTPS websites, who can see the data I'm sending and receiving? Examples would include Starbucks, but also password-protected wifi networks to which I know the password. When can others who don't administer the router access my data, and what can those who actually do administer it see?

In theory anyone can "see" the data, but since it's encrypted they won't be able to make any sense of it. Ideally only you and the people in control of the website you're looking at can see the cleartext... assuming you're working with a valid certificate.
