OK. The file BSD.pkg is a receipt. That's why you found it in the Receipts folder. It is contains an image and the proper permissions of the files in your BSD Subsystem. This file was installed when your BSD System was installed. It is created locally and cannot be downloaded from Apple.

is there a way i can reinstall BSD System? because right now no terminal commands work except for 'cd'.

The BSD Subsystem is an optional install on your System Restore disc. It should also be an optional install on your retail MacOS X 10.x disc.
