bug: command-tab twice to switch to application in another space

im not sure why this is happening and i've tried to discern a pattern but so far no luck. what happens is that sometimes i command-tab to an application that's in another space and Spaces does not switch. when i perform the same action again it happens as intended.

what's the deal?
