FYI, I have already reported this to Apple in more than a couple of ways... but thought I'd share here too:

There appears to be an issue in macOS with the lock symbol that appears on icons in the Finder when they are locked.
• When an item has its default icon and it's locked, the little lock symbol shows.
• When an item has a custom user-added icon and it's locked, the little lock symbol shows.
• However when an item has a macOS generated custom icon and it's locked, the lock symbol DOES NOT show.
Notes:
• What I mean by "default icon" is when in the Finder's View Options "Show icon preview" is deselected.
• What I mean by a "custom user-added icon" is when an item is selected, and in the "Get Info" panel the icon is selected, and a new custom icon is pasted there.
• What I mean by a "macOS generated custom icon" is when in the Finder's View Options "Show icon preview" is selected.
This of course is an issue when “Show icon preview” is selected, as it makes it impossible to at-a-glance visually identify which items are locked and which are not.
