Resolved Bug: whilst drafting a new topic, the 'Insert Quotes…' option may fail to appear

05) bring to front the window/tab of the draft

06) Preview…


Expected

07) [STRIKE]to the right of [/STRIKE]in the same row as the Preview… button, the Insert Quotes… button


Actual result

07) the Insert Quotes… button is missing.
