Bulletin Board creation

I have a question here...

I know HTML pretty well, and have used Dreamweaver and GoLive, but I am still a rookie. I see message boards all over the place that have the same look and feel of MR, and I want to know what program they use to create these nice looking boards. Can anyone offer me software suggestions and advice on how to use/learn it?

Most online forums are made using existing forum 'templates' that you customise to your needs, this one and many other use vBulletin.
