burn avi file to dvd using toast 9

I have Toast 9. and I want to convert this AVI file to a DVD. I'm using the DVD-video option to create the DVD. and i have the video quality set to best. but when i burn the file on to the DVD, the quality is not bad but it's not great. how can i get the best video quality ?:confused:
