Burning images in Mojave

Sine El Capitan, Apple removed "Burn image" to disc from Disk Utility.

Now, from Finder, in Mojave anyway, I found out i must burn WITHOUT first mounting image, otherwise CD is created with "Mac Extended" format..

However, this is not the same dialog when you click image, and burn without mounting where file system afterwards on disc stays "as is"

My question is: why this file format change ?
