If I purchase an iPhone via apples website, the only way to do it is to add a line etc or a New Plan. Can I do that and then when I get to the apple store tell them to cancel the order and then ask to pay full retail?

I wish I was able to buy full price from their site and pick up in store. I just don't want to keep going to their store and waiting in line we have people still lining up before the store opens.

Yes, I did just that. Tell them you want to buy "device only" (if you want to move a SIM card to the new phone form your old one) or that you want pay full price. Say it a couple times so you are sure they hear you! :)
