Buy iPhone in US then activate in Europe???

Can anyone give me some details on the following:

A friend here has a cousin in Europe who wants the 3GS. I guess where they are you buy the phone at full price rather than having it subsidized as it is here. I guess in Europe it's close to $900 for the 32Gig.

So can my friend buy the phone here for $700, ship it to the cousin and then they register it with an Apple approved cell provider over there all without jailbreaking/unlocking the phone?

I guess what I'm asking is an iPhone an iPhone no matter where it is?

No. A USA iPhone is locked to AT&T. It will not work on any other GSM service provider unless you hack it, or get a Factory unlocked one.
