Hi !

I'm going to Las Vegas in July and Boston in August. I want buy a MacBook Black w/ 4Gb RAM. This will be my first Mac :):D

What are the best time to buy my MB ?, July or August ?

Well, you should buy it after the update, if the update happens before july, go ahead. If you really need it, go ahead and buy it, you will get an awesome machine. What I can firmly recommend as of now, is to buy RAM elsewhere(here) than the overpriced Apple's RAM.

BTW I strongly recommend you get your ram elsewhere, such as newegg because you can save lots of $$$
 
If you buy now, there might be an update in July, if you buy in August, there might be an update in September.

I would either:

A. Buy now

B. Buy after Macworld (January)

You could also buy a cheap notebook now, and then wait for the inevitable update without losing too much money and getting time to save some more. (And, you always have to remember that there is a chance, though so slim, that you won't like your Mac OS X experience, you don't want to be out too much money)
