Buy Verizon 6s full price...unlocked?

My wife is going to switch from ATT to Verizon shortly, and does not want a contract with Verizon. If she buys the 6s at full price and then signs up for a plan, will the phone be unlocked? The reason I ask is so that we know for sure when she sells it next year to upgrade the phone, it can be sold as "unlocked."

I'm pretty sure Verizon doesn't lock them at all.. This is from their site

"We do not lock our 4G LTE Prepaid devices, and no code is needed to program them for use with another carrier."
