Does this mean if I go into an Apple store today and they have bumpers in stock, if I buy one, I'm eligible for the refund? I would prefer a bumper over some other case so I'm hoping this is true.

I believe so, steve said if you've already bought one, you'll get a refund. Its no different to them wether you buy it now and get a refund or get it for free later...its the same $30
Looks like I'll be checking the white bumper stock at my local apple stores frequently for the next few weeks
