Not really sure if this is a family sharing issue or an icloud storage issue, but my wife and I previously shared a (max size) storage plan under a single appleid. After upgrading to IOS8, we shifted to using the new family scheme with our own apple id's, setting up the old shared ID that we had bought all our music, apps, etc under as the "parent" in the family sharing scheme.
Unfortunately, that meant that although we have a nice large storage plan under the master, neither of us are able to use it now and must buy our own plans under our own ids.

In Ios8, we do still have under the "itunes & App store" setting our purchases to all be under the original master id.
Unfortunately, when I try to add storage space on any of our idevices, regardless of which id (mine or my wifes) we use, I get an "Appleid is locked" message. The id that the device requests the password for to complete the purchase is not the master id set up in app store, but our individual ids. I am very certain neither of our id's are in fact locked, as I can log into the apple website on any of them with no issues.
For the time being I can live with the 5GB free space, but to facilitate backups I am hoping they can get this addressed post-haste.
