buying an iphone 5s

i live in india and my bro works in singapore ....it is said that iphone 5s costs 99$ in apple store locked to a network...can i get it and use with an r sim in india

1. No. LOCKED means it can ONLY work on the network/vendor that's it's purchased on.

2. Your bro will be responsible for paying the full amount of the contract even if he never uses the phone. So even if you get it unlocked, he PAYS and you PAY, double pay.
