buying an iphone in czech republic?

Hey,
Ok i have a friend who is from the czech republic and he is going home next week! i was wondering if i have him buy me an iphone and bring it home to ireland for me will i be able to use a meteor pre-pay sim in it and if so do i have to buy the phone unlocked or is there something special i have to do with the phone before i will be able to use it??
