Buying iPhone 4 for European friend

Hello all,

I am American and I want to buy an iPhone 4 as a birthday present for my awesome Norwegian friend. The reason being is that it is much cheaper to buy one in the states. What is the best way do this? I was thinking I can buy my friend just the phone without the contract and let him activate it himself in Norway. I know I can't get a phone without a contract at the Apple Store, so I must look at alternative methods of buying. Are there any suggestions?
