iPhone 14/Plus Buying iPhone as gift; is Unlocked the only option?

Even though I know which carrier the recipient will be using it on, I can’t save $30 and choose that carrier at checkout, because it asks for phone number etc. to connect it as part of the purchase process (see attached)? My only option (to retain the element of surprise) is to purchase the Unlocked variant? Thx
