Im very confused about the iphone 5 being locked or unlocked.

Basically heres what i want to do but im not sure if its possible. I live in mexico where the iphone 5 isnt available for sale yet, my brother lives in houston Tx near an apple store. Can he go, buy the full price iphone 5 32g with no contract, and will it be ready to work with my telcel card that i will cut?

Or will he need to be an att or verizon costumer already?

It is unlocked if you pay full price. And in the strange event that it becomes locked, go to ebay and purchase an unlock for $15. This only applies to the AT&T model. The problem is actually not acquiring an unlock, but actually finding a phone right now. Concentrate on getting an iphone 5 by AT&T and unlocking will be the easiest part.
 
thank you very much for the anwser, people here in mexico are paying 1400 for the iphone 5, i believe that is too much and would rather wait to buy it around 1000 with apple care included.
 
Or get a Verizon version device only, which is also unlocked and works with GSM carriers.
