Buying Lion Problem

So I went out and bought 2 $15 iTunes gift cards, to buy Lion with. It says i dont have enough funds. Is there tax?
 
I had the same problem and I got frustrated and closed it and restarted the app and it said it was installed although I never downloaded it
I do have the GM version and my account still has the 30.00 credit
So what does that mean ? did it recognize that I had the same build and didnt need the upgrade?
