Buying my first iPad. Need information

Hi, iPad is not officially distributed by apple in my country and I'm gonna order one from ebay. What I need is the 16GB version of the latest iPad with all of the other facilities (except the storage is 16GB).

Is it the iPad 4 16GB with wifi and celular the one I should search ebay for? Is the iPad 4 the latest iPad?

The iPad 4 or iPad 4th gen is the latest / current standard size iPad. The iPad mini was released at the same time. Both come in 16GB models with WiFi only or WiFi + cellular data.
