i am thinking about buying a refurbished mac pro
off the usa apple site
and i live in australia will they send me a australian power cord with it or can i just use my windows pcs 1 black 1

and will they let me buy it if i live in australia??

No - that is why they have an Australian store - I am not aware of any on-line Apple Stores that will ship outside of their own country .
