I’ve done a ‘dummy’ order in the Apple Store app with the iPhone 8 (stopping short of actually buying it.) It won’t let me change the quantity to two phones. It says only one ‘carrier activated’ phone can be ordered at a time. Does that mean I’ll have to place two separate orders if I want two iPhone X’s?
 
Yes since you have to pick a Carrier in the USA, you can only have 1 per order. So 2 quick orders back to back or use two devices to order from the Apple Store app at the same time. That's the reason for the Pop-up message telling you exactly that.

Thanks, that’s the plan. I have both of the gen 2 iPad Pros so I’ll do the first order on one IPP and jump to the other one.
