I've found lots of things saying you can use your old iPhone as an iPod, but the consensus seems to be that you need a sim card in order to restore it.

I'm interested in buying a used iPhone 3 or 4 to use as an iPod, which generally won't come with a sim card. My phone is just a cheap fliphone with a mini-sim that won't fit in the micro-sim slot.

If I just buy an unactivated sim on ebay, will that work just to get it restored and set up?
 
Yes, any SIM card that belongs with the carrier the iPhone is locked to will work. Back when I got the 3GS, I bought an AT&T SIM card on eBay for super cheap so I could get past the activation screen. I'd assume that still works with newer models.
