So buying an iPad or an iPhone in Dubai blocks iMessage and FaceTime. Is this also done in the Apple Watch?

Since the Watch is more or less an extension of your iphone, and your iPhone have iMessage and FaceTime..it should work no?

Well if it's not on your iPhone it's probably not on your Watch.
My understanding is that there are "ways" of getting the FaceTime app...I think by either buying a foreign product or by going to another country and downloading the app... not sure.

My IPhone is bought in Europe, and I live in Europe. I'm on vacation in Dubai during the release of the AW2.

And I talked to Apple support. Everything will work, no worries.

If you don't live in Dubai it should be fine

My daughter lives and works in Dubai/Abu Dhabi, she has an iPhone and watch that were both purchased in the UK and FaceTime is blocked. I'm fairly certain it's blocked by the network it's nothing to do with Apple.
