Bypass safari screen time w/shortcuts

Just as the title says I was playing around with shortcuts and noticed that if you use the open URL reader (script that opens the webpage within the app, it will allow the page to load. On my phone safari won’t work after 10:30 because of screen time, yet through shortcuts app (allowed 24/7) it will allow access to websites.

I’ll attach screenshots to illustrate.
