I want to be able to watch cable TV from a projector I recently purchased in the most cost effective way as possible.

A solution that is too expensive is to get a mac mini + tv turner + VGA cable.

Are there any other cheap solutions (<$300)

Uh, get a cable box with VGA out? What inputs does the projector have? Chances are it has either component, composite, VGA (aka d-sub), DVI or HDMI, or a combination of the whole lot. I'm sure your cable company offers a set top box that has at least one of those outputs and it will be better working then any tuner setup will be.

I get cable through my college and they just offer basic cable where I just plug my tv into a jack.

Are there "generic" cable set top boxes that I can buy?

My projector has S-video and VGA
