CAD + live Camera

Looking for a CAD(?)software there I can have a live image from a conected camera in one layer and compare this image with a dwg/dxf on an other layer. Need the standard functions for measurment, line, circle, square etc.

I am not sure about the 'live' image side of things but I know that the Pro version of High Design has a photogrammetry function that might be useful.
