Calendar events creating on iPad, no notifications set to phone or watch?

So I just noticed that if I create a new calendar event on my iPad, sometime in the future...That event notification will only appear on the iPad. If I create an event on my phone, then the event notification is sent to my phone, or watch if the phone is locked but not the iPad ...

This behavior seems odd...if I create it in the native calendar on m iPad, and then go out, leaving my iPad at home...I’ll miss the notification since its notification is only sent to the iPad...

Yada...iCloud calendar. I think the issue resolved itself. I restarted both my phone and iPad and now events created on either, do get pushed to both or watch, if both are locked. Could have been an iCloud issue at the time, as well...
