I've turned off all default alerts on every device (Mac, iPhone, iPad, and on iCloud.com). When I make an event on iOS 13.1.3 (latest) it's fine. When I'm making an event on macOS 10.15 Catalina, I can see that under "Alert" it says "None" (and again, in the Preferences all default alerts are turned off). And when I check the newly created event on macOS a moment later, it correctly says it has no alert.
But when I look at the macOS-created-event on my iPhone, it says it has an event at time of event (and the event will go off and give me an unwanted notification). This only happen with events I create on my Mac and then view on iOS. If I create the event on iOS, it'll correctly show no event.
In other words:
macOS –> macOS (no alert)
iOS –> iOS (no alert)
macOS –> iOS (has an alert for some reason)
For now, I've turned off all notifications, but I would like to be able to use some Calendar alerts (just not an alert for every single event I create from my Mac) so that's only a temporary band-aid. I could also only ever create events from iOS, but I'd like to actually be able to use the larger screen and keyboard of my mac. 😐
I believe it was doing this on Mojave too, but I can't confirm that for a fact. It actually sounds just like this issue, which was going on 7 years ago... I wonder if it ever got fixed?
