I have had this issue for a fair while now. I often put recurring events in my iCloud calendar with no reminder set. Randomly they'll start displaying notifications and looking in the events the reminder has changed to a week before. Change it back to no reminder and then days/weeks later it will switch back to a week before. It doesn't affect all reminders at the same time, it's all very random. Use calendar across iOS, iPadOS and MacOS.
