My brother is going to college in Canada. We live in the US and have Sprint US.
Instead of getting him a Canadian phone service, I am trying to properly set up Google voice so there are no charges on both ends.

It says that Google voice is free to call and text from US to Canada and he will ONLY be on Wifi. So does this mean he can receive and call as long as he is on Wifi?

Will I get charged if he calls my Sprint number in the US?

Trying to set up a free solution since he will have wifi everywhere.

Some people suggested Talkatone, but I am very confused on how charges work on both ends.
 
What is he going to use to receive calls while in Canada? You cannot add Canadian cell or landline numbers to Google Voice.

He can use his computer to dial your US numbers for free, and if he signs up for a US Google Voice number, you should be able to call that number for free as well.

he registered a US Google voice number already. So as long as he is on Wifi, there should be no charges both way?
