Calls going directly to Voicemail

I didn’t notice this until yesterday so not sure if it’s a beta thing or it’s been going on for awhile. However, my phone rings once and then sends everyone to voicemail. Doesn’t matter if they are a contact or not. Doesn’t matter if DND is turned on or not. I have checked every conceivable setting that I can think of that I may have messed up. I am thinking about loading fresh from the ISPW file. However, it’s been a long time since I did that and don’t remember if that erases user data. Does it? Also if that doesn’t fix it then that tells me it’s a setting and it’s probably best to reload the IPSW and totally wipe the phone and don’t restore from backup correct? I guess I am just looking for other ideas or suggestions on the best way to fix this issue.

Fixed it and feel kind of stupid. Got on with T-Mobile eventually reset all network settings and its now working again.
