Is there an app or a way to preview photo files in a larger view on an sd card using the camera card kit without having to download them to the ipad?

Currently there is, and it's called Jailbreak.

Hopefully some day Apple will allow more ways to use the Camera Card Kit, and someone will write an app to be able to do this.
