Does it make any difference in picture quality?

High efficiency format can produce a better picture. The usual old JPG compression can create banding in gradients- usually the sky, because it has a limited color space. HEIF has a much broader gamut.

The reason to choose Most Compatible is that every computing device made in the last 30 years or so can read it. Only modern computers & devices and operating systems can read HEIF files.
