I'm updated to iOS 8 on my ATT iPhone5. The camera is no longer available from the lock screen.

Sliding up to immediately pull up the camera was one of my most used features.

Is this still available in some capacity that I'm simply missing?

I still have that feature, look again. Bottom right corner.

Perhaps it is because I am on a call, but here are my options from the lock screen, as well as when I'm in the dashboard.

The camera is only available once I'm in the phone. The camera icon is missing from the lock screen as well as the control center from the lock screen. :(

Could be because you're in a call, yes. Mine is definitely present from the normal lock screen.
 
Sure enough, it was just because of an active phone call.

It's because the camera needs use of the microphone so won't allow it whilst on a call. Same as if you play music, then open camera the music will stop playing.
