Camera Roll unresponsive

Running an iPad 2 with 8.1. Did a clean install and everything seems OK except for a lag in Safari (which I can live with, I suppose) and a problem with the Camera Roll that I can't live with.

The Roll opens right away, but I have to really mash my finger on a photo to get it to respond at all and there's a 12 - 15 second delay before it opens and before the back arrow works.

Tried hard and soft resets many times. No improvement.

Anyone else have this glitch?
 
I have iPad Air - and there is a noticeable lag between opening the Photos App and actually seeing photos (at least couple of seconds)
