I have 2 wi-fi only ipad's. IS there a way to use both of them to communicate with each other using voice?

Like a wi-fi voice program or something?
 
Cool thanks I can look into those.

I'm unfamilaiar with these types of programs - and just want local wi-fi talking - not something where you need a phone number and 'minutes' etc.

I think HeyTell would probably be your best bet.

I don't know of any local wifi apps, most of them have to go through the internet and back again.

Did the skype thing and it works exactly as I wanted. One account on each device - and can call and keep in contact while both in wi-fi range.

When did skype or even fring get walkie talkie features? I know they are VoIP phone apps but walkie talkies?!

"Walkie talkie" in the sense that you can use them to talk to each other, be it over wifi or 3g. Or, with actual walkie talkies, radio frequencies.
 
You should check out TiKL. It's exactly what you are looking for, and does not need number or minutes. It even is push to talk. Can't get much more "walkie-talkie" than that

I agree, Heytell is great. It records a message and sends it immediately to the other party. It only takes a few seconds and works like a walkie-talkie except you're not limited to walkie-talkie range.
