Sorry for dumb question, but I haven't been able to find the answer.

I'm considering purchasing a 7,1 and am wondering if I could still have an alternate High Sierra boot drive to access old 32 bit apps.
I have a USB data backup app for a digital audio board and a couple of others that haven't been ported to 64 bits.

Can the 7,1 run High Sierra?

No, in general when Apple releases significant new hardware, past Mac OS versions don't support it. (There has been discussing here of hacking for Mojave, but...)

I recently went from a 2009 Mac Pro (hence stuck at High Sierra, after upgrading firmware to 5,1, due to the graphics card) to 2019 Mac Pro. Correct, you won't be able to run 32-bit apps, though I suppose you could run High Sierra in a VM (with VMware Fusion, for instance).
