Can a 3gs still be updated

So one of my friends has a 3gs still running ios 4.3.3 can it still be updated to ios 6 or is the phone screwed, i know this phone will not run ios 7

They are signing certain versions of iOS 6, but only for those devices for whom iOS 6 is the highest available version.

They are absolutely still signing iOS 6.

Apple is currently signing iOS 6.1.3 for the iPhone 3GS, and iOS 6.1.5 for the iPod touch (4th generation).

They're no longer signing iOS 6 for devices capable of upgrading to iOS 7. Discontinued models, such as the iPhone 3GS or iPod touch 4th, which didn't get iOS 7, can still get iOS 6 as Apple is still signing it for those devices.

For the 3GS Apple will always sign iOS 6.1.3
