Can a Apple genius replace my 3Gs back cover?

I would think they could.

For $199 they will replace the entire phone. So I would think it would be something less than that.

No it doesn't this has nothing to do with ATT. We aren't talking subsidized pricing.

They can replace the phone for 199 like mentioned above.
They won't do just the back piece.
Or you can send it at a repair shop online and have the back cover replaced.

If your phone is still under Warranty, make sure you send it to an Apple approved repairer to ensure the repair does not void the Warranty.
