It depends on the country but in the USA it does. AT&T, Verizon, and T-Mobile have all agreed to relay any emergency 911 calls. They don’t exactly advertise it because they want you to buy a plan.

Thats one reason to get a cellular Apple Watch if you think you might ever be in an emergency without your iPhone. Like out running.

So to confirm as I think about jumping to 45 S8 - without e-sim I still could in case of emergency like dead iPhone call Emergencies, right?
It works this way on every phone in Europe - even without sim plugged in will allow the call which is amazing
