It can, but Sprint won't. Because reasons.

They will only unlock phones for international carriers. They will not allow you to use it on AT&T, no exceptions.

If you want the phones you buy to have any chance of being interoperable with other carriers, you will need to be on T-Mobile, AT&T or Verizon.

(Note: Sprint also won't activate any phone that wasn't sold specifically to be on its network. Again, because reasons.)
