can an AppleWatch be configured with a iPad

It's clear to me that an AppleWatch does make more sens as a companion of an iPhone.. Nevertheless can an AppleWatch be configured entirely with a iPad?

No, if you look on Apples page an iPhone is required to setup an Apple Watch. You can’t use an iPad.
